Challenge
Brighton & Hove City Council recognised that ageing camera technology and infrastructure were limiting the effectiveness of its bus lane enforcement programme. Legacy systems, inconsistent signage and deteriorating road markings were impacting detection accuracy, increasing appeal volumes and creating operational challenges for enforcement teams.
To maintain compliance across the network and improve public confidence in the enforcement process, the council sought a modern solution capable of delivering more accurate detections, stronger evidence and greater operational efficiency.
Solution
Working in partnership with VidAlert, Brighton & Hove City Council deployed an advanced bus lane enforcement solution powered by high-definition ANPR cameras, intelligent video analytics and automated offence detection technology.
The upgraded platform enables the accurate identification of genuine contraventions while automatically filtering authorised and exempt vehicles. High-quality imagery and supporting video evidence create robust evidential packages, helping to improve enforcement accuracy and reduce unnecessary reviews and appeals.
By modernising its enforcement infrastructure, the council established a more reliable, efficient and scalable approach to bus lane enforcement that performs consistently in a range of operating conditions.
Outcomes
The new solution delivered far more than improved offence detection. By combining intelligent automation with high-quality evidential capture, Brighton & Hove City Council created a more efficient, robust and scalable enforcement operation. Automated filtering reduced the volume of cases requiring manual review, enabling enforcement teams to focus on genuine contraventions and make better use of existing resources. At the same time, high-definition imagery and supporting video evidence improved the quality, transparency and defensibility of enforcement decisions, helping to reduce unnecessary challenges and strengthen confidence in the process.
The operational improvements were matched by measurable performance gains. In 2024, the council achieved a 25% increase in issued PCNs at the same enforcement locations compared with 2023, alongside a £648,000 increase in potential PCN revenue. At key sites, enforcement performance improved by up to 2,834% compared with the previous supplier, demonstrating the transformational impact of modern enforcement technology.
